Obviously, there are other than local interests at work keeping Beal from launching.

Meanwhile, Boeing Sea Launch delivers their first paying satellite (Hughes DirectTV bird) to orbit, following Boeing's successful resolution of its trouble with the US Customs Service and the State Dept. Both cases point to the importance of paying close attention to legal issues when attempting international commercial space launch.
