Abstract: | The space industry is approaching a major turning-point. Within twenty years, and possibly within ten, space transportation will finally 'come of age' with the development and operation of fully reusable launch vehicles. These will reduce the cost of access to space by 90% initially, and eventually by 99%. As a result of the timing of system development cycles, Europe is in a position to take the lead in this evolution, with important economic and political benefits. However, if current plans are followed, Europe will miss this opportunity, and it will be exploited by other countries. In order to avoid this, greater weight must be given to commercial considerations in Europe's space planning. |
