I believe it's actually 'Commercial Space Transportation Study',
or CSTS for short (at least, that's what the Bibliography is
telling me).
We don't actually have it here in the archive (mostly due to size,
I think) but I do have a linkCSTS Alliance to it on the Links
page/Bibliography. However, it doesn't seem to be working any more.
If anyone digs up a new one let me know too please.
The contributors to the report (some of which are no longer with
us) were: Boeing, General Dynamics, Lockheed, Martin Marietta,
McDonnell Douglas and Rockwell, aka the CSTS Alliance, so
one of them might be able to help or have it on their website
somewhere.

That's an incorrect title, but you get a lot of those about - there
are papers in the archive here who have more than seven variations
on their title in the bibliography. Makes life fun and
cross-referencing hillarious, I can tell you.
