Fwd: Looking for input on Political Campaign for SPS
FYI,
In support of this issue, Solar Power Satellites, I am declaring a
unilateral "cease-fire" with ProSpace. I urge even skeptics of ProSpace
to support March Storm for this issue. Regardless of the charade that
took place in Kyoto, space-based solar power is an important technology
for the 21st century that needs broad based support.

Subject: Looking for input on Political Campaign for SPS
Dear SPS Supporters,
ProSpace is getting ready to embark on a campaign to support Solar Power from
Space on Capitol Hill, building on the growing support on Capitol Hill, the
White House and inside NASA. We are looking for your input now, on our
legislative strategy to support SPS on Capitol Hill. We encourage all
parties to take action, as appropriate, in support of SPS in their own
countries.
There are strong rumors that the U.S. President's budget has added a request
of up to $150 million for SPS into NASA's regular budget, as part of the U.S.
commitment to the global warming talks a couple months ago in Kyoto, Japan.
As you may know, there is growing support for SPS in the U.S. Congress in
both the Republican and Democratic parties, following up on NASA's "New Look"
study last year.
ProSpace's campaign will kick off with the 1998 March Storm during which we
will brief over 200 congressional offices in the first week of March. Solar
Power from Space will be a major priority this year.
In the past 3 years, we have briefed over 500 congressional offices in
support "an open space frontier for ALL people." Last year, in the 1997
March Storm, 55 American citizens from 20 states briefed 220 congressional
offices on our legislative priorities, including "Cheap Access to Space" and
the "Commercial Space Act of 1997".
Below, I have sketched the broad outline of our SPS agenda fir 1998, as it
stands today. Please send your ideas and feedback on pushing SPS to
"prospace98@xxxxxxx".

Broad Outline of SPS Campaign
***************************
ProSpace intends to promote SPS as follows on Capitol Hill (read this as very
rough "draft" language for our 1998 briefing package. Please excuse the
"pro-U.S." language ... this briefing will be written for a very American
audience):
- One chart to make the broad case for the need of SPS:
* World energy needs ... particularly with China, Indian and Russia
growing rapidly and wanting the U.S. standard of living ... will
use
up most available sources of oil by middle of next century --
rapidly
driving up prices and forcing use of dirtier fossil fuels which
have
limited supplies;
* SPS is a totally renewable energy source that will also address the
potential threat from greenhouse gasses;
* SPS would create a 21st Century hi-tech industrial revolution that
would establish a new frontier for all people.
- the "US Government's Role" is to enable this private industry
by (one chart):
* developing and demonstrating the technologies of SPS,
(We will ask for a specific dollar number for FY99, and
for future years, what those numbers will be, is to be
determined. {Do you have any input here?} )
* helping private industry achieve Cheap Access to Space, and
* creating the business environment (regulatory, tax incentives)
necessary for today's energy industry to produce SPS on a
commercial basis.
- We may have one chart summarizing the NASA studies of the 1970s
and the "New Look Study" of 1997; plus official statements of support
from the White House (such as a budget request) and Congress.
Think of this as the issue "Credibility" chart.
This being said, any input or advice that you (or anybody else) could provide
now on the details would be very welcome.
Of specific interest:
a) How much should we request for NASA for FY99, and for
future years?; and
b) Should U.S. agencies besides NASA have a role (DoE, NSF) and if
so, what role, and how much money?; and
c) Should the U.S. coordinate with non-U.S. agencies? If so, who,
how, and are these agencies actively involved in SPS activities?
d) Specific facts, documents, or pictures would help make the broad
policy case. It would be nice to get some pictures of SPS and some
articles to distribute to the citizen-briefers (for educational
purposes)
and maybe on Capitol Hill (in this case we would need to get or
produce at least 300 copies). If you have any of these, or know
how to get them, please send a note to "prospace98@xxxxxxx"; and
d) Problems we should watch out for?; and
e) Ideas for sources of funding to support our SPS effort.
Thank you in advance for your interest and support. I encourage all ISU
graduates, and supporters of SPS, to get actively involved and take action
now.
Onward and Upwards,
- Charles
