Governments do sometimes give new industries a boost (tax incentives,
favorable regulations, etc.) to get them started, but they can't run them.
In theory, NASA _could_ give space tourism a boost, but considering its
track record, it would probably try to take the industry over. That is
what Mark and I fear most. The way NASA has been manipulating the NASA/STA
report seems to confirm my theory.
