Probably neither. The U.S. Customs Service is empowered well beyond
most police and regulatory agencies (so are many other countries'
customs agencies.) Most international trading companies have learned it
is best to say "mother may I" before testing customs agents. Either
Boeing was too dumb or arrogant to play the game by the rules.
