I am surprised that Boeing didn't go through the process of getting a
license. If Sea Launch is planning on processing Russian and Ukranian
missiles in Long Beach on a regular basis, and they should have asked for
some long term agreement with U.S. Customs. Instead, they relied on their
political connections to cut corners.
I'm glad to see that even the biggest aerospace players still have to play
by some of the rules that the little rocket companies have to follow.
